Hi, I recently updated to Outlook for Mac 15.9 and use a exchange account (hosted online) for my main email/calendar/contacts - everything has worked fine up to this point. Over the last two days things stopped working, initially I stopped being able to send mail, in response I closed outlook restarted etc. And when restarting outlook, received a certificate error about a hostname mismatch.
Other accounts on this Outlook - IMAP and POP work fine. The sending error is 18600 (HTTP error.
The request cannot be fulfilled. Mail could not be sent. The message has been moved to your Drafts folder.) My exchange host's helpdesk ran through some possibilities and eventually suggested I remove my account and reinstall it in outlook, I did this and could then send mail (for a few hours before the problem started again). But the bigger issue is that when i reinstalled I was missing an hour of email before the issue began and my calendar is now missing about 6 months of events (the notification in the bottom bar says it is syncing 0/857 items and then account synced but no change in calendar outputs, then it goes to sync pending for account) and email stopped sending again. Following the advice of a few other posts on sync issues I tried a few other things including deleting the cache and still nothing. Any advice or possible sources that I should look at?

My hosting company didn't have any other ideas and said everything was fine on the server side. To double check this, I can see that the account is syncing perfectly in Apple Mail/Calendar, on my phone and also on my MBP which has an older version of Outlook.???
I am having a similar issue but as of now it is only effecting my MacBook Pro and not my iMac. It was giving me a root certificate error and when I viewed the certificate it was an expired one from last year self-signed by Parallels Panel. I deleted that certificate since it was expired in April 2014 and I was unsure where it even came from in the first place. My iMac has so far been able to send test emails with no issues but on my macbook I can't even get a test email to go through. I get the exact same error message and it moves the mail to the drafts folder. This only happened starting today, but it does not happen with my Outlook 2011 for Mac. I can still receive email in the updated version of Outlook but I can not send any emails.
Exact same issue. With Version 15.8 all ok. After upgrade to 15.9 does not work. Outlook for MAC 2011 still works fine. Maybe Microsoft just does not do a solid job of testing the products before release. Hopefully a fix will be available in the next few days. I've also confirmed this Bug with Outlook for Mac v15.14 (150911) which is currently MS latest GA release. To be clear, I'm referencing the following specific Exchange Sync Error: Error: HTTP error. The request cannot be fulfilled. Mail could not be sent. The message has been moved to your Drafts folder. Details: Mail could not be sent.
The message has been moved to your Drafts folder. Account name: 'Exchange 2013' Error code: -18600 This is happening in particular when Outlook 15 is pointed to an on-prem Exchange 2013 instance. The issue doesn't appear when pointed to current Office 365 (m.outlook.com) or say an Azure hosted Exchange.
It would appear that the EWS service times out from the Outlook client, not an Exchange server issue. From my Wireshark view it seems Outlook just isn't making the connection properly and drops. It's my opinion it's a Bug in their network stack for HTTP timeout and latency retry. Just another one of those annoyances that doesn't get much attention because MSFT Mac Team still works like a Windows development team.
